Shelter pass error

I bought a shelter pass for 40 gold poke but i am unable to use it? It took my money and is in my inventory but it shows ky available points as 0.

Looking at your inventory, you purchased a pass you already owned. Your adoption limit is determined by the highest tier of shelter pass you own, so in order to get more adoptions, you will need to purchase a shelter pass of a higher tier.
