The Heart Scale tutor is in Pastoria City near the waterfront and the ultimate move Tutor is in the house on Route 228 in the sandstorm area.

In Platinum, Scizor learns Bullet Punch as a level up move and will learn it if you evolve Scyther at level One. The Pokémon Move Maniac in Pastoria City will teach it too him for the price of a Heart Scale.

if bullet punch isnt a move tutor how come the one in pastoria taught it to my scizor? my scizor is lvl 21 (yes i know i need to raise it) and im new so plz dont judge me thx

you can get giratina on diamond and pearl. just google it. (for the people that wanna know, he is at lvl 70 and not at level 47 as it is in platinum)
