Pokemon Farming: Mudkip

I’d love to get a Mudkip, but I have one question, well, two actually – first, do I need to have beaten the game to get him, have the National Pokedex and what-not? Or can I get one at any point? And also, what do I need to trade to get one? Does it need to be anything specific, or can it be pretty much any Pokemon? Thanks!

I wish I could help you out somehow, but I read somewhere on here that you’ve completed your Pokedex. As I complete mine, I’ll at the very least pay the favor forward by helping others as well.
