You need to finish the game battle entei,suicune and raikou. then finish all the special missions Deoxys, celebi, and mew then report to fall city and ask the leader Joel something and patrol the city with arial
First U battle Krogue then Summerland and then capture groudon

the code for english pokemon rngr is you have to press L R down (on d-pad)& X if this does not work try all similar things
