Not quite, there is a limit too how many EV points you can put into an ability score.

Can i say get a level 2 garchomp then give it 10 of each carbos calcium hp up etc and then say raise it with pokerus and keep killing tons of salamences would make his att VERY high and make him pretty much impossible to beat?

will pikachu get a high special attack or since raichu doesnt get as much speed will it gain more sp attack than pikachu?

It all depends on what you are raising your Pokemon for.

First you need to look at their nature and see how it affects both their ability scores and their ability to battle on their own. Once you find (or breed) a pokemon of the desired type and nature you need to decide what abilities you want to train.

The main base I use is the “Special Attack” base. I find that 80% of Pokemon benefit from a very high Special Attack. Fighting Pokemon get the most benefit from a high Attack score.

Also, when raising a pokemon that evolves you need to look at what scores increase best at what evolutionary step.

If you want a fast Raichu then keep it as a Pikachu until it’s Speed score is close to where you want it as Raichu does not gain Speed as quickly as Pikachu does.

cool but how but other types like dragon or electrike i really want a tough raichu but dont know how to raise one
